Europe’s energy crisis has put buildings at the centre of the policy debate. Improving energy efficiency is essential for affordability, energy security, and competitiveness.

As the revised Energy Performance of Buildings Directive (EPBD) enters its implementation phase, National Building Renovation Plans (NBRPs) will be key to turning Europe’s climate and energy goals into concrete results.

Together with the EURIMA, European Environmental Bureau, Climate Action Network Europe, Environmental Coalition on Standards, EU.bac, EUROGYPSUM, European Heat Pump Association, Glass for Europe, PU Europe, Renovate Europe have launched “The Delivery Challenge of NBRPs”. This is a joint assessment developed by CLIMACT covering: Belgium-Wallonia, Denmark, Portugal, Spain, Romania and Bulgaria.

Each country demonstrates promising practices, from diversified financing schemes in Spain and nationwide One-Stop-Shops in Romania to life-cycle carbon integration in Denmark and integrated renovation delivery models in Wallonia. However, these strengths remain fragmented rather than embedded in comprehensive national systems.

The findings highlight that the solutions already exist across Europe. The challenge now is to scale proven approaches, strengthen coordination, and accelerate implementation.

Further NBRP assessments will be published later this year, providing additional insights into how Member States are advancing EPBD implementation across Europe.
